are there different limits to the power usage on each usb port?
what is the maximum power current available from the ports?

I believe USB gets 5 vdc, and I'm told it stays on when fit-pc2 is off.
I guess that means a voltage converter stays on. Is it possible to
change settings so that is off when computer is off? I think there
is RF noise on the 5vdc from the voltage converter. Is it the same situation
on fit-pc3?

It is not possible to power down the 5V on fit-PC2 USB in off-state. In ordered shutdown USB devices are signaled to turn-off.
In fit-PC3 USB is powered-off in off-state.
