CPU Throttling

Is there a way to stop the CPU in the fit-PC2 from throttling back ?
I have the CPU full speed enabled and the option below it disabled which I believe is a power saving option. But but even while playing an AVI file with WMP Real Temp 3.00 shows the CPU constantly changing for x12 ,x9 ,x6 multiplier and the CPU load reported back from XP is going from 18% to 25% depending on the CPU speed.

Normally there's a Bios option to disable the throttling to force the CPU to run at full speed.

If it wasn't for the fact that the XP reports the CPU load changing in step with the CPU multiplies changing it Real Temp I might have thought the later might have been reporting wrongly.
